Geo Laws Consulting is a Texas-based online education consultancy  founded by Dr. Georgianna Laws, a Maryville University of St. Louis higher-education leadership graduate and author of the study "Powerful or powerless? Chief online education officers’ legitimate power over online program quality in U.S. higher education institutions". The organization specializes in administrative management and general consulting services in educational settings.

What are Chief Online Education Officers (COEOs)?

Chief Online Education Officer (COEO) is an umbrella term for the role played by the institutional leader placed highest on the organizational chart to have full oversight of online education initiatives. In other words, a COEO is to online education what a Chief Financial Officer (CFO) is to finances, what a Chief Information Officer (CIO) is to information, etc.

Why focus on COEOs?

Unlike other C-suite positions on the President's cabinet, COEOs lead the online arm of the institution, a highly complex role requiring expertise in all institutional "lanes" (academic affairs, student affairs, and everything in between) and across the entire educational pipeline (from recruitment to graduation, continuing ed, and alumni relations). For this reason, we believe that every school, college, and university needs to have a COEO to oversee the organization’s online efforts. Furthermore, COEOs need professional development to grow into each of the multiple lane of their role. Lastly, COEOs need to be able to find one another through a perpetual home base, allowing them to collaborate in professional development, practice, research, and advocacy. Our three-part mission addresses all these needs.

  • Mission

    Geo Laws Consulting is on a three-part mission to provide:


     1. COEO Role Awareness

    • Bring awareness to the complexity of operating online programs and the need to have an online learning leader at the helm.
    • Promote the universal adoption of the COEO role terminology, making it possible for these leaders to find one another.
    • Help create a home base for COEOs, making it possible for these professionals to collaborate in research, practice, and advocacy.

    2. COEO Role Calibration

    • For institutions without a COEO, we endeavor to assist in the custom calibration and subsequent creation of the inaugural COEO position, and, if needed, serve as a stop-gap COEO, meeting the institution's online needs until a permanent COEO is hired.

    3. Online Education Leadership Services

    • For institutions with a COEO, we endeavor to provide mentoring and custom executive leadership development, helping COEOs develop in all their operational "lanes", with the overall goal for them to ensure compliance, create a positive online culture, run smooth operations, drive strategy with a sustainability mindset, and adopt innovations (such as artificial intelligence).
    • For institutions where a non-COEO professional is tasked with overseeing online efforts (until enough revenue is generated to hire a COEO), we endeavor to provide support by filling any online education administration expertise or capacity gaps, while also assisting with any aspects of creating, operating,  troubleshooting, assessing, maintaining, evaluating, optimizing, and scaling up online programs, collaboratively laying a foundation for an upcoming COEO.
